What It Is

What a Fractional CTO and
Fractional CSO Actually Do

A chief technology officer (CTO) decides where a company's technology is going: which systems to keep, what to replace, how much to spend and when, and which vendors to trust. A chief security officer (CSO), often called a CISO, owns the security side: the policies people follow, who can access what, how risk is measured, and what happens when something goes wrong.

Large companies hire both roles full time. Most small businesses don't need that, so the owner or office manager ends up making those calls between everything else. A fractional (or virtual) CTO and CSO gives you the same thinking on a part-time basis: a technology and security leader who learns your business, meets with your leadership on a schedule that fits, and turns decisions into a written plan. You may also see this called a vCTO or vCISO service.

The difference from day-to-day IT support is altitude. Support fixes today's problem. Fractional leadership decides what next year's IT should look like, which risks matter most, and how to get there without surprises.

What's Included

What Our Fractional CTO & CSO
Service Covers

Every engagement is scoped to your business, but the work usually draws from these areas.

🧭

Technology Strategy

We start with how your business makes money and where it is headed, then decide what your technology needs to do to support that. The result is a short list of priorities everyone can agree on, not a stack of vendor brochures.

🗺️

Technology Roadmaps

A written, multi-year plan for your systems: servers, computers, network equipment, software and cloud services. It shows what gets upgraded or retired and roughly when, so projects happen in a sensible order instead of all at once after something fails.

💵

IT Budgeting & Lifecycle Planning

We help you forecast technology spending, including hardware replacement cycles, licensing renewals and planned projects, so IT becomes a line item you can plan around rather than a string of emergency purchases.

🤝

Vendor Management & Contract Review

We review the vendors you already rely on, such as internet, phones, software and line-of-business applications. We look at what you are paying for, what you actually use, and where contracts or renewals need a closer look before you sign again.

📋

Security Policy & Risk Management

We write and maintain the security policies a business is expected to have, including acceptable use, passwords and multi-factor authentication, access control, remote work and data handling. Alongside them sits a risk register that ranks what could hurt you most and what is being done about it.

✅

Compliance Readiness

If your business faces requirements such as HIPAA for medical and dental offices, PCI DSS for card payments, or a cyber insurance questionnaire, we map what is being asked, find the gaps, and help put the policies and controls in place before the review.

📊

Board & Leadership Reporting

Owners, partners and boards need a clear picture, not technical jargon. We report on where your technology and security stand, what changed, which risks remain and which decisions need your sign-off, in plain English.

🚨

Incident Response Planning

We help you write down who does what if an account is taken over, ransomware hits or a laptop goes missing, including who to call, what to shut off and how to recover. We can walk your team through it with a tabletop drill so the plan is tested before you need it.

Two Roles, One Plan

The CTO Side and
the CSO Side

Technology and security decisions affect each other, so we handle them together. Here is how the work splits.

Fractional CTO (vCTO)

  • Technology strategy tied to business goals
  • Multi-year technology roadmap
  • IT budget and hardware lifecycle forecast
  • Vendor and software selection and review
  • Project planning and priorities
  • Leadership updates on technology decisions

Fractional CSO (vCISO)

  • Written security policies and standards
  • Risk assessment and risk register
  • Access reviews and multi-factor authentication policy
  • Compliance and cyber insurance readiness
  • Incident response plan and tabletop drills
  • Leadership reporting on security risk
Who It's For

Is Fractional CTO & CSO Help
Right for Your Business?

This service is a good fit if one or more of these sounds familiar:

✓

You have grown past ad-hoc IT decisions. Technology choices are being made one purchase at a time, and nobody owns the overall plan.

✓

Security questions are landing on your desk. Customers, partners, lenders or your insurance carrier are asking about your security policies and controls.

✓

You work under compliance rules. Medical, dental, legal, financial and other regulated offices need documented policies, not just good intentions.

✓

Your IT budget keeps surprising you. Hardware failures, surprise renewals and rushed projects make technology costs hard to predict.

✓

You have an IT person or provider, but no strategy. Someone keeps things running day to day, but nobody is planning two or three years ahead.

✓

Leadership wants clear answers. Owners, partners or a board want plain-language updates on technology risk and spending, without hiring a full-time executive.

How It Fits

How Fractional Leadership Works with
Managed IT and Cybersecurity

Fractional CTO and CSO work sets the direction; the rest of AEH Solutions carries it out. Our managed IT services handle the day-to-day work: monitoring, patching, the help desk and endpoint management. Our cybersecurity services put the protective layers in place, including email security, endpoint protection and security awareness training.

When the roadmap calls for a network refresh, a move to the cloud, tighter Microsoft 365 settings or better backup and disaster recovery, the same team that wrote the plan can do the work. That keeps strategy, security and support pointed in one direction instead of three.

Already have an IT provider or an in-house IT person? Fractional leadership still works. We set priorities and policies and review progress, and your existing team does the hands-on work.

The Process

How a Fractional CTO & CSO
Engagement Works

A straightforward process: understand where you are, agree on priorities, write the plan, then review it on a schedule.

1

Assess

We start with a free IT assessment covering your systems, security, backups, vendors and current spending, plus a conversation about where the business is headed.

2

Prioritize

We rank what we found by business risk and impact, so the first items on the list are the ones that matter most to your business.

3

Plan

You get a written technology roadmap, a budget forecast, and the security policies and risk register your business needs, reviewed with you before anything is final.

4

Carry it out

Our managed IT and cybersecurity teams, or your existing IT provider, carry out the work in the order the plan sets.

5

Review and adjust

We meet with leadership on an agreed schedule to report progress, update the risk picture and adjust the plan as the business changes.

Common Questions

Fractional CTO & CSO —
Frequently Asked Questions

What is the difference between a fractional CTO and a fractional CSO?
A fractional CTO focuses on technology direction: which systems you run, what gets upgraded or replaced, how money is spent and which vendors you rely on. A fractional CSO focuses on security and risk: written policies, who has access to what, how incidents are handled and how ready you are for compliance questions. Many small businesses need a little of both, so we cover both roles in one engagement.
Is a vCISO the same thing as a fractional CSO?
In practice, yes. vCISO (virtual chief information security officer), fractional CISO and fractional CSO all describe part-time security leadership for a business that does not need, or cannot justify, a full-time security executive. The same goes for vCTO and fractional CTO on the technology side.
Do we need to be on AEH managed IT to use this service?
No. If another provider or an in-house person runs your day-to-day IT, a fractional CTO or CSO can set direction and priorities alongside them. If you are already on our managed IT plan, the planning work connects directly to the team that carries it out.
Can you help us get ready for HIPAA, PCI or a cyber insurance questionnaire?
We help you get ready: mapping what the requirement asks for, finding the gaps, writing the policies and putting the technical controls in place. Where your framework requires a formal audit or attestation, an independent assessor performs it; our job is to help you walk into it prepared.
How much time does a fractional CTO or CSO spend with our business?
It depends on what you need. Some businesses want a focused project, such as a security policy set or a multi-year technology plan. Others want an ongoing relationship with regular planning and review meetings. We agree on the scope with you before any work starts.
How do we get started?
Book a free IT assessment. We review your current systems, security and vendors, then talk through whether fractional CTO or CSO help makes sense for you and what the first priorities would be. There is no obligation to move forward.
